Grant Funding & Program Strategy
Infrastructure gets built when the funding is structured to make it possible. We help public-sector clients assemble the funding stacks that turn broadband and infrastructure plans into projects — and we have authored the grants and the policy work behind them.
What we do
- Grant authoring — federal, state, and foundation applications for broadband and infrastructure
- Funding-stack strategy — combining EDA, ARPA, foundation, and private-capital sources into viable project funding
- Program structuring — aligning funding, procurement, and delivery so a project is fundable and buildable
- Policy and legislative engagement — advocacy on the rules that shape funding eligibility
Track record
We have raised and structured millions in program funding for rural broadband, including federal EDA grants, ARPA allocations, foundation grants, and private equity — and have combined them into the multi-source funding stacks that rural projects require.
We also work upstream of the funding itself. We authored Texas legislation (HB 2964, sponsored by Representative Landgraf) aimed at correcting the broadband-mapping issues affecting BEAD eligibility across the state. The bill was left pending in committee and is being re-filed for the 2027 session.
Funding programs such as BEAD, RDOF, and USDA ReConnect change frequently. Program rules and deadlines are confirmed against current sources at the time of each engagement.
